About Participatory Partnerships for Community Development PPCD
PPCD is an initiative of Chevron Nigeria Limited (CNL), the operator of the NNPC/Chevron Joint Venture. It was established to build the capacity of the Regional Development Committees (RDCs) to enable them effectively implement the Global Memorandum of Understanding (GMoU), a tripartite agreement on community development which CNL entered into with the communities and state governments in the areas where it does business in the Niger Delta region of Nigeria.
The PPCD programme implementation is led by the New Nigeria Foundation (NNF), a front line community development NGO based in Lagos. Other support NGOs working with the NNF in the implementation of the PPCD programme include: Leadership Initiative for Transformation and Empowerment (LITE-Africa) formerly known as Niger Delta Professionals for Development (NIDPRODEV), Morgan Smart Development Foundation (MSDF) and Self Help and Rural Development Association (SHERDA).
PPCD operations office is located at Plot 38 Johnson Duku Crescent, Effurun GRA, Warri, Delta State.
What's the main function of PPCD?
PPCD's function is to build the capacity of the RDCs to deliver on the NNPC/Chevron Joint Venture GMoU thereby bringing about sustainable community development in the target communities. PPCD does this by identifying specific capacity gaps in the RDCs as well as design and implement programs that will close the gaps.
What are the other functions of the PPCD ?
PPCD also carries out the following functions:
- Build the capacity of RDCs through formal and informal training programmes as well as institutional strengthening.
- Increase the ability of the RDCs to secure additional funding from other donors, genuinely represent the interest of their communities, build and manage peace, and develop and implement community projects.
- Provide trained development professionals to facilitate the development process as well as other community initiatives and activities as at when needed.
- Assist in advocacy and negotiation efforts of RDCs with donors, government and others.
- Facilitate increased communications between the RDC leadership and the communities they represent.
- Address RDC needs in a timely manner, reducing their dependency on Chevron to manage the RDCs' affairs.
- Collect data and carry out monitoring and evaluation of RDC projects and other Chevron Community engagement initiatives.
- Ensure all segments of the community have an equitable say in the development process.
- Ensure the RDCs effectively coordinate their plans and processes with other stakeholders and,
- Facilitate better understanding and communities' acceptance of the guiding GMOU principles of transparency, accountability and sustainability.
What is the goal of PPCD?
The PPCD project intends to ultimately achieve the following:
- Enhanced leadership and advocacy skills of RDC leaders so that they can adequately address the needs of the communities they represent and generate support for those needs
- Enhanced knowledge of RDC, NGO and CNL representatives in funding strategies, priorities and mechanisms of international donors and Nigerian government agencies. This will enable them seek additional funding for projects in their CD plans.
- Enhanced communication within the RDCs, between the leadership and those they represent, and other stakeholders as well as improved enlightenment of the contents of the GMOU document.
- Improved selection of representatives and transition process in the RDCs to ensure women, youths, etc, are empowered to increase their representation and participate in development programs that meet their needs.
- Functional early warning system established by RDCs to identify and prevent conflict between stakeholders.
- Improved conflict management mechanisms to effectively manage and resolve conflicts.
- Enhanced RDCs financial management capabilities and ability to identify develop and manage community projects.
